In April 2006, the RFU Council agreed, as a matter of RFU policy. to the formation of Constituent (CB) Schools of Rugby (SoR). The recommendation which was approved reads:
'Constituent Schools of Rugby will be established to replace existing CB Development Squads and England Player Development Centres (EPDCs), and will have responsibility for delivering a core curriculum. The CB Schools of Rugby will be based geographical districts at U13, U14, U15 and U16 levels, and will be supported by Regional Academy staff and accredited personnel'
Surrey CB working with the Academy staff of Harlequins are working towards the above in creating the 'Harlequins Surrey School of Rugby'.
